RESC Rules and Regulations

The following rules and regulations are established for the safety, enjoyment, and protection of all Regency Estates Swim Club (RESC) members, guests, and staff. By entering the Club facilities, all patrons agree to comply with these rules and any instructions provided by pool management and staff.

Management and Responsibility

The RESC Board of Directors is responsible for establishing Club policies and pool rules.

The Pool Manager, appointed by the Board, is responsible for the day-to-day operation of the facility, including maintenance, cleanliness, staff supervision, and enforcement of Club rules. In the absence of the Pool Manager, an Assistant Manager assumes these responsibilities.

  • All members, guests, and visitors use the pool and Club facilities at their own risk and are expected to follow all Club policies, procedures, and health and safety guidelines.
  • All patrons must comply with directions given by lifeguards, managers, and pool staff.
  • Parents and guardians are responsible for supervising their children and guests at all times and ensuring they follow Club rules.
  • Any damage to Club property may be charged to the responsible individual or member account.
  • RESC is not responsible for the loss, theft, or damage of personal belongings, bicycles, vehicles, or other property brough onto Club grounds.
  • A lost-and-found area is located next to the pool office.
  • Members are encouraged to report any unsafe conditions, accidents, or incidents to pool staff immediately.
  • Patrons who violate Club rules or interfere with the duties of pool staff may be asked to leave the facility and may be subject to suspension of pool privileges.

Season: Memorial Day Weekend through Labor Day Weekend

  • Monday-Thursday: 3:00 PM – 8:00 PM
  • Friday: 3:00 PM – 9:00 PM

Weekends and Non-School Days

  • Monday-Saturday: 10:00 AM – 9:00 PM
  • Sunday: 10:00 AM – 8:00 PM

Pool hours are subject to change due to weather, maintenance, swim and dive team activities, or special events.

Pool Closings and Limited Access

The pool may be temporarily closed, or access may be limited due to maintenance, cleaning, inclement weather, unsafe conditions, or scheduled swim and dive team activities.

In accordance with Montgomery County health and safety regulations, the pool must be cleared immediately upon the sound of thunder, the sighting of lightning, or other hazardous conditions. All patrons must leave the pool and surrounding deck area and follow the instructions of pool staff. The pool may not reopen until the required safety waiting period has elapsed and conditions are deemed safe.

Scheduled closures or restricted access for swim and dive meets, practices, and special events will be communicated in advance through postings at the pool, on the RESC website, or by E-mail. During these activities, portions of the pool or the entire facility may be unavailable to members and guests.

Entry Procedures

All patrons must check in at the front desk upon arrival. Members and guests should provide their first and last names, and all family members entering the facility must be checked in.

Children under the age of 10 must be accompanied by a responsible individual who is at least 16 years old.

If there is an issue with a member account, such as an inactive membership or suspended privileges, pool staff will notify the member and the senior guard or manage on duty. Access to the facility may be restricted until the issue has been resolved.

Guest Policies

Guests are welcome at RESC when accompanied by a member in good standing.

  • Each guest entering the facility, whether swimming or non-swimming, must be signed in by a member and have a valid guest pass.
  • The sponsoring member must remain on the premises for the duration of their guest’s visit.
  • Members are responsible for informing their guests of Club rules and are accountable for their guests’ conduct while at the pool.
  • Guest passes are $5.00 per guest. Charges may be paid at the time of entry, billed to the member’s account, or deducted from any prepaid guest pass package on file.
  • Individual guests may visit RESC a maximum of five (5) times per season, regardless of which member sponsors their visit.
  • The Club reserves the right to deny admission to any guest who has reached the seasonal visit limit or who fails to comply with Club rules and policies.

Guest Pass Packages: Members may purchase a package of 12 guest passes for $50. Prepaid guest passes remain valid for the current season and will be deducted from the member’s account as used.

Parties

Members may host parties at RESC in accordance with the Club’s Party Rental Policy and subject to facility availability.

  • Party reservations must be submitted at least one week in advance and approved by the RESC Board of Directors and Pool Manager.
  • Any gathering that includes ten (10) or more non-member guests is considered a party and requires a reservation.
  • Party size may be limited based on pool capacity, staffing, or scheduled Club activities.
  • Party rentals are limited to three (3) hours.
  • A party rental fee is required. Additional fees may apply if extra staffing or lifeguard coverage is necessary.
  • Regular guest fees apply to all non-member attendees.
  • A complete guest list, including names and emergency contact information, must be provided at least one week prior to the event.
  • All party guests must check in upon arrival and comply with all Club rules and policies.
  • Guests under the age of 16 who wish to access the main pool must comply with the RESC Water Competency and Wristband Policy. Hosts should allow up to 30 minutes for swim testing, if needed.
  • The sponsoring member must remain on the premises for the duration of the party and is responsible for the conduct of all guests.

Health and Sanitation Rules

To help maintain a safe, healthy, and enjoyable environment for all patrons, the following health and sanitation rules must be observed:

  • All swimmers are encouraged to shower with soap and rinse off before entering the pool.
  • Individuals who are ill, have recently experienced symptoms of a contagious illness, or have infections of the skin, eyes, or gastrointestinal tract should not use the pool.
  • Persons with open wounds, bandages, or other conditions that may pose a health risk to themselves or others may be prohibited from entering the water.
  • Parents and guardians are responsible for ensuring children know the location of the restrooms and use them as needed.
  • Children who are not toilet trained must wear a swim diaper and waterproof swim cover while in or near the water.
  • If a child becomes fatigued, chilled, or otherwise appears unable to safely continue swimming, pool staff may require the child to leave the water and rest.
  • Pets are not permitted within the fenced pool area, except as required by law for service animals.
  • Smoking, vaping, and the use of tobacco or nicotine products are prohibited within the fenced pool grounds, including the pool deck, grassy areas, playground, blacktop, bathhouse, and entrances. These activities are permitted only in designated areas outside the fenced pool enclosure.
  • Patrons entering from grassy areas should use the foot baths before returning to the pool deck.
  • Appropriate swim attire must be worn at all times while using the pool.

Safety Rules

The safety of all members, guests, and staff is a top priority. The following rules must be observed at all times:

  • All injuries, accidents, or emergencies occurring on Club property must be reported immediately to the Pool Manager or pool staff.
  • Running, pushing, wrestling, horseplay, acrobatics, and other disruptive behavior are prohibited on the pool deck and surrounding areas.
  • Riding on shoulders, launching off another person, or engaging in rough play in the water is prohibited.
  • Unsafe behaviors, including pretending to drown, breath-holding contests, and throwing or pushing others into the water, are not permitted.
  • Flips, stunts, or other dangerous maneuvers may not be performed from the pool deck or pool edge.
  • Patrons may not distract lifeguards while they are on duty or seated in the lifeguard chair.
  • Children under the age of 16 must observe the designated 15-minute hourly rest period (“Adult Swim”), unless otherwise authorized by the Pool Manager or lifeguard staff.
  • Children under the age of 16 must comply with RESC Water Competency and Wristband Policy to access unrestricted areas of the main pool.
  • Use caution when entering and exiting the slide, including on the stairs and platform.
  • Soft balls may be used in the pool at the discretion of pool staff. All other balls are restricted to grassy areas.
  • Rafts, noodles, inflatable devices, and other floatation equipment are permitted only during designated times approved by pool staff.
  • Kickboards are intended for swim practice and may not be used as floatation devices.
  • Water guns are prohibited.
  • Glass containers are prohibited anywhere on Club property.
  • Abusive, threatening, or inappropriate language is prohibited.
  • The possession or use of illegal drugs, firearms, fireworks, or other dangerous items is prohibited on Club property.
  • Alcoholic beverages are prohibited except during Board-approved events.
  • Food and beverages may not be consumed on the pool deck and are limited to designated eating areas.
  • Chewing gum is not permitted in the pool.
  • The playground is restricted to children ages 10 and under and must be used under the supervision of a responsible individual who is at least 16 years old.
  • The wading pool is restricted to children ages 5 and under and requires direct supervision by a responsible individual who is at least 16 years old. No lifeguard is assigned to the wading pool area.
  • Drive slowly and cautiously within the parking lot and access roads.
  • Vehicles may only be parked in designated parking spaces. Emergency access gates must remain clear at all times.
  • Members and guests are encouraged to use the RESC parking lot whenever possible and avoid parking on neighboring residential streets unless the lot is full.
  • Automobile horns may not be used to summon individuals from the pool grounds.

Diving and Diving Well Rules

For safety, the following rules apply to the diving boards and diving well area:

  • Diving is permitted only from designated diving boards. Diving or flipping into shallow water, including lap lanes or areas outside the diving well, is strictly prohibited.
  • Diving is only allowed when a certified lifeguard is stationed at the diving well.
  • Only one person is permitted on the diving board at a time. Wait until the previous diver has cleared the board before climbing the ladder.
  • Once a patron begins ascending the ladder, they must proceed onto the board and complete their turn; descending the ladder is not permitted.
  • Divers must jump straight off the board and exit the diving well using the designated ladders. Side entries or angled dives from the board are not allowed.
  • Do not enter the water until the previous diver has reached the exit ladder.
  • Double bouncing, hanging on, or sitting on diving boards in prohibited.
  • The 3-meter (high dive) diving board is height restricted. Patrons must meet the posted height requirement to use this board.
  • After diving, swimmers must exit the diving well using the ladders; free swimming in the diving well is not permitted unless authorized by the Pool Manager or a team coach.
  • Goggles are not permitted on diving boards due to the risk of injury and loss upon entry into the water.
  • Guardians may observe from designated viewing areas near the gutters but may not stand in front of the boards or on the diving well wall.
  • Patrons may not physically catch or assist children as they enter the water from the diving boards.

Slide Rules

For the safety or all users, the following rules apply to the water slide:

  • Only one person is permitted on the slide at a time. This includes no exceptions for adults carrying infants or children.
  • Children may not be placed partway up the slide and released to slide down unattended.
  • Patrons must remain completely clear of the slide exit area before another person may use the slide.
  • Riders must go down the slide feet first and on their back or seated position at all times.
  • Standing, kneeling, or any other position while sliding is not permitted.

Lap Lanes

  • A maximum of three (3) swimmers are permitted per lap lane at one time.
  • Patrons may not jump into, cross through, or cut across lap lanes.
  • Swimmers must remain clear of lane ropes at all times.

Water Competency and Wristband Policy

To enhance the safety and supervision of younger members and guests, RESC uses a water competency system for all patrons under the age of 16.

  • Patrons who pass the water competency test will be issued a yellow RESC wristband, which must be worn to access unrestricted areas of the main pool, including the diving well and the lap lane section (ranging from 3 feet in the shallow end near the bathhouse to 5 feet on the opposite side of the pool).
  • Swim tests are administered by a lifeguard during designated 15-minute rest periods (“Adult Swim”), which occur at 45 minutes after each hour. The test consists of swimming one length of the pool (25 meters) followed by treading water for 30 seconds in the deep end.
  • Children under 16 who do not have a wristband must remain in designated shallow water areas (behind the rope in the lagoon area or in the kiddie pool), unless they are within arm’s length of a parent/guardian or certified swim instructor.
  • At the start of each season, all children 10 years of age and younger must complete the swim test, even if they passed in a previous year.
  • RESC will recognize wristband systems from visiting camps that maintain comparable safety and supervision standards. Lifeguards will enforce these systems in accordance with RESC policy.
  • The pool office maintains a record of all swimmers who pass the competency test. Replacement wristbands may be issued for a $3 fee and will be billed to the member account (no cash required).
  • Swimmers who do not pass the test may not retake it the same day but are encouraged to participate in swim lessons offered by RESC staff or through local programs, including:
